Including random Empire goons or generals or whatever? Genuine question, particularly with the new trilogy.

I was just pondering the fact that some people thought Rose wasn't just a pander to Chinese audiences, but I remember that the government didn't like parts of one of the Pirates of the Carribean movies because an actor from Hong Kong played a pirate/villain or something.
