The Toys That Made Us documentary went into detail about it. George Lucas probably did have the right idea to keep it feeling like a limited period. Not even just the movies, they also push out toys for Rebels and I believe they still have a series dedicated to Legends too. It also doesn't help that Star Wars is filled with uninteresting characters that nobody really cares about that get made into toys. The Cars franchise was apparently seen as a warning sign that movie merchandise doesn't have the pull that it used to. When Cars 3 released the toy sales were way down compared to the previous movies. On top of this you have retailers like Toys 'R' Us closing down. It was basically Finn Stormtrooper Kylo Ren Luke Skywalker Poe Rey C-3PO Chewie Hux Paige Rose Obi Wan from ANH Yoda DJ General Leia Jyn Erso Luke Skywalker during the final fight R2D2 Rey with a cloak That alien pilot Emperor Palpatine Flametrooper Like, half of them are characters you already would have gotten during TFA AND Rogue One. The rest are just uninteresting characters or re-issues from the OT. They would maybe be better off if they did push weird shit like the Lucas family set.
