So you get more points for having less resources? Ok, so the Carolina Hurricanes Stanley Cup should be worth two because they play in a smaller, non traditional market and are not capable of always spending to the cap?

that might apply if all NC NHL players had to be born and raised in NC. Since the NHL takes players from around the world and distributes them based on contracts, not applicable.
