Because sweeping changes to the law never take years to go into full effect, wherein isps would be constantly toeing the waters to see what they can get away with without severe immediate backlash, wearing consumers down to the point where by the time we realize what's happened, the changes are too entrenched to be reversed. Definitely not the case here.
