I think American voters as a whole have gotten better over time, despite the election of Trump--which is a function less of the failings of our electorate and more the failings of a Clinton campaign that just did not understand how to properly game the electoral system, and a Trump campaign that understood gaming it was their only path to victory.

compromises were made with conservative dems to achieve 60 votes and attempt to woo republicans

then the standard passage effort failed, and rather than rewrite the bill as one without those inefficiencies for passage via reconciliation, dems just passed it

that was a really stupid decision on their part.

I think if McCain had, they would have. It's not singularly about race, in my view, but as of ~2009 the GOP became absurdly partisan to the point where they outright refused a policy that largely came from the conservative Heritage Foundation, and which Mitt Romney had implemented (albeit in Massachusetts).
