Obviously things have changed since 1965, but given the way wealth is passed down in this country, the effects of historical policy still linger.

Decades of extortion and racism have left minorities poorer in the south than anywhere else in the country. As a result, they drag down the average. The white people who did this to them, instead of trying to make it better, just blame them for the predicament they put them in and tell them to get bootstraps and shit like "if Barack Obama can do it why can't you???" and "We don't need Affirmative Action racism doesn't exist anymore."

For the economy part, at any rate. At 1861 the South was the Sixth richest country in the world but it was an economy built on slave labor. Without slaves, they have nothing and refuse to build something.

My only point is exactly what I said in my first post. TC asked why, and I gave him a very reasonable explanation, at the very least.

I then provided another example (regarding demographics) that takes areas besides just the south. Tie that together with my original statement, and there you go.

Why do some demographics have higher rates of welfare than others? That's another topic for another day--but it is what it is.
