It doesn't just stop at the edge of my screen, it continues moving out of it. If I moved it two inches off screen it would actually go that much off screen and I would have to move my mouse two inches in the other direction to get it back. It's acting like there's a second monitor.

It's probably either a resolution problem, it being too big for the monitor to support or an overscan issue, which you'll have to fix with either changing the TV/monitor settings or graphics card settings.
