Spectrum has oversold nodes. So the speeds end up being variable, especially if you have a heavy user on the node.

Yup. It's throttling alright.

So if your dl speed is 50Mbps but the server can't handle that you will get a lower download speed. CrazyandLazy posted... im not an expert, but maybe as the internet goes between various servers/cities
