Congress does, yes.

Congress can override. If they do nothing, the FCC's decision stays. Best hope at the moment is to either 1) hope the people suing them get to the supreme court and SCOTUS rules in our favor, or (preferably) 2) we vote republicans out, get democrats as a majority and president, and pass legislation protecting net neutrality as opposed to a regulation.

Yup. It's throttling alright.

Speeds boost up a tiny bit after midnight. Right now I am pulling 15 mbps, I used to pull 30-40 at all times. Sigh.

Also TC, are you on WiFi or hard-lined? Are you in a heavily-populated community or area? Spectrum has been one of the more generous ISPs when it comes to throttling, so I wouldn't jump straight to that being the issue.

Hardwired. Nothing has changed before from what I have now but I will look into router settings tomorrow to see what's up. I have google DNS but that shouldn't have been a problem since I was pulling faster speeds before.

To be fair, although it is rare, the speed also depends on the server you are downloading from. So if your dl speed is 50Mbps but the server can't handle that you will get a lower download speed.

I am downloading files from my personal seedbox that has 2Gbps down and 1Gbps up. Speed is on my ISP end. I am thinking of calling them tomorrow.

im not an expert, but maybe as the internet goes between various servers/cities
there is some place which is slowing you down.

maybe try trace route in command prompt.
