Why did they vote palpatine emperor powers? They needed an emperor to approve the clone army, but if they had the votes to restructure the government as a dictatorship, why not just use those votes to approve the army?

Why send two Jedi to settle a trade dispute? Then when they come back to report why do they not believe them? If they didn't have faith in their word why bother sending them in the first place?

It was emergency powers in a time of need. It allowed him to make orders without them having to go through an approval process. What's hard to understand about that?

because the whole issue immediately before that happened was "the Senate will never approve this clone army! We need them to approve dictator powers instead, that's much more likely"
