Don't worry even with a budget a sigless user wouldn't be able to make a film worth watching

You talk about your story passionately and go on about how it's your dream and how you've wanted to do this for years. Then you get the actors who will be a part of the movie on camera with you to say how excited they are to be a part of the project. Or maybe you could get creative and make a short film that's related to the main story of the movie and at the end ask for funding so that people can get the full story. If you don't have the actors or a good camera yet then just use any camera you can get and ask your friends to act in it with you.

There are many examples that show that having a good idea, and working hard for it can make a great movie with no money.

The Christopher Nolan movie Following cost 6k to make, took over a year, and is barely over an hour long, but it's an all time favorite of mine. Even with inflation that'd only be like 10k today.
Then classics like Clerks were like 30k, etc.

If it's actually your passion and you have a story worth telling it can be done.

But what if telling that story requires set pieces that are expensive? Like a motorcycle scene on the highway for example. Or some destruction sequences. :(

That's part of the joys and frustrations of small scale independent filmmaking, improvising, making things work, finding other ways to convey what you're wanting to, etc.

And uhh honestly if something like a motorcycle scene is what you'd consider the difference between the story you're wanting to tell being good or bad... Then it's probably not that great of a story...
