also B) It's a cultural thing. As I understand it, LONG skirts are considered rebellious over there, while SHORT skirts fit in. So like the punk kids dress modestly and the nice kids show more leg. You don't see them in anime since it's such an old concept. That type of gang culture hasn't really existed in Japan for 40-50 years
