Never hurts to make one follow-up call or visit, almost every employer has a stack of resumes to go through so doing something to make you stick out can be useful. If a simple phone call annoys a manager, then that's a place and a boss you didn't want to work for anyway.

What would I say if I called though?

Something like "Hi, I'm calling to ask about the status of my application" should work

Fast food.

Give up and apply other places. There are only 3 outcomes when an application is put into a fast food restaurant. 1. They don't need people when you can work so they ignore you. 2. They need people so they'll call you right away. 3. They're so buttfucked for time and disorganized because they're crazy short people that they haven't managed to get back to you. You don't want to work there if it's like that, there are tons of places in the same pay range that will suck much, much less.
