Monsters not respawning is a GOOD thing

There were enough encounters in the first game, all crafted to be unique and challenging, that you shouldn't get "bored" of them

What's boring is monsters respawning in the most generic manner and having to cut through them trivially as you're exploring the world

You shouldn't even be travelling the same areas so frequently that them being empty would be a "problem". If you do some backtracking for some puzzles or whatever or to go back and get a little thing you missed, it's better to not be stepping over the same encounters you've already completed

Experience is also supposed to be limited. If you could grind, it's just going to be even more trivial
