Step 1: Spend many, many generations selecting for cows that have desirable qualities like milk production volumes, but ignore the disappearance of any traits that let them live independently.

Step 2: Argue that the cows depend on humans and it's a positive trade off for both animals to milk them unwillingly as long as you keep them safe.

Cows will successfully become feral again rather quickly, once they are no longer livestock. They're a herd ungulate - a grass prairie with a nearby water source is all they really need.

Of course, they'll be nigh-exterminated as a nuisance, if we aren't eating or milking them anymore for some reason.
