True. But they aren't doing any extra work. They are coming to the shelter and IDs are checked on those coming into the shelter. I mean that's about as minimal police work as I could ever imagine.

A shelter is a place for people to go when shit well beyond their control hits the fan. To use such a place as a trap during a natural disaster, regardless of the reason, is pretty low. The fact that they are also kept safe in what might as well be a big holding cell doesn't change that.

Because you need to know how many people you have in the shelter, and you need to have everybody documented incase something happens such as the shelter getting hit by the hurricane or something like someone having a medical emergency while in the shelter and going belly up.

This is all pretty basic stuff. If I were to be heading to a government shelter I would already be planning that I would need to tell them my name and show an ID
