Part of it is incitement; even if you chicken out at the last minute and don't actually commit the criminal act, your co-conspirators might go ahead without you, resulting in a crime that you'd planned and condoned even if you technically didn't partake in it. You also have to actually take steps in preparing to commit the crime to be convicted, which, again, would be facilitation of a criminal act and would make it easier for others to follow through, with or without you. You can't get convicted just for thinking about shooting up a school. I'm pretty sure it isn't even felonious to buy weapons and make plans on your own to rob a bank or commit a murder, etc. And if you're a bit confused about this post, think of why this is a malaproper idiom: "Once is a coincidence, twice is an anomaly, thrice is a pattern." --- Thus is our treaty written, thus is our agreement made. Personally I wouldn't not be in favor of either system, but bullet to the head I would go Psycho Pass rules. It's rehabilitation based rather than conviction based, since there is usually no actual crime on record, so at least it's a less death filled dystooia. --- **** Netflix ... Copied to Clipboard!

Sure, like if someone was plotting to lure a minor and molest them, or had a detailed plan to carry out a shooting or murder, or something like that. There would have to be undeniable evidence and a serious crime though, not like someone saying "I'm going to smoke weed tonight"
