I took 4 years of Spanish in high school. Went all the way up to AP Spanish.

I was pretty good at it and could hold a conversation with Spanish speakers, but I was very slow.

It's been about 9 years since I took that AP Spanish class and I don't remember much, but I can somewhat understand the Spanish while watching Narcos. Should I continue to watch more Spanish TV shows? I'll also read up on basic grammar.

You won't find TV and music very helpful as it's made for native speakers and will be quite fast for you and full of slang. Not saying that you won't get anything out of it but it's not the same as speaking with people face to face who understand that you are trying and are speaking a bit slower and easier.

Definitely read up on the grammar and look for opportunities to use it as that's the best way to improve.

It's definitely possible.

I met a Spanish speaker that learned to speak English from Happy Days and some other shows.

I've learnt most of my English by reading books and playing videogames. Sure it's doable.
