In the terms of medieval power and socio-economic status, they both are quite rich given the time periods. Both own entire keeps full of staff and have armies they pay under their command. In medieval England, that means you were part of the 'rich'. Yeah, Ned and Stannis are only poor in comparison to the other great houses. He was a badass who understood all the politics of Westeros, but was still willing to lead his troops on the battlefield. He exemplifies the no excuses, just get it done type of leader who could improve his kingdom and protect his allies. People voting Ned... Lol. He would have been a good general in the modern military, but no way would he have done well as the overall leader. He never wanted to rule, anyway. He was also too stupid, proud and naive to keep things from falling apart.
