Yeah, I vote Tywin. He was a badass who understood all the politics of Westeros, but was still willing to lead his troops on the battlefield. He exemplifies the no excuses, just get it done type of leader who could improve his kingdom and protect his allies. People voting Ned... Lol. He would have been a good general in the modern military, but no way would he have done well as the overall leader. He never wanted to rule, anyway.
