Before the final mission with Catalina, no other story mission takes place. Yeah there's the pay phone missions with the red gangster, but otherwise nothing. We went straight from a Staunton island mission with Asuka and got a ransom note for maria from Catalina.

That must be why I never remember the third area all that well. Never really explored it much before fighting Catalina.

True. There's the Red Jacks gang but that's about it. Liberty City Stories has story missions there though.

No. Darkels missions were re purposed into Rampages because they felt Darkel didn't fit in as a story element. This happened long before 9/11 happened.

The dodo was clipped because they couldn't get flight physics right in time (or, they decided NOT to finish them in light of 9/11, no one is sure on that) and just decided to "clip the wings" as a reason why it flies like shit.

I don't think they've ever flat out said why Shore Side Vale didn't have any story missions. I know the prevailing theory is that it was always meant to be a set piece specifically for the finale, but they thought that was wasteful and then they added to it just to make Liberty City have more flavor. IIRC pre-production artwork of the map kind of points to this because Shore Side Vale was a hell of a lot smaller/less detailed, and the airport was moved there from Staunton Island to add to it.

That makes the most sense to me. Shore Side Vale feels really tacked on. It's supposed to be this suburb area but for some reason it also has an industrial and project section as well like they just kind of threw some shit in there to fill it up.

IIRC GTAIII went through a massive re-write early on in development because they decided to make the world more open. Originally the city was supposed to be segmented like levels like in the top down games. This probably lead to them losing focus on the third island as they focused more on the story progression.

It has a dam, an airport, a couple of suburban homes and apartment towers, and an industrial area. It feels like a patchwork of leftover concepts thrown together. The river/bay that splits the district makes travel from one area to another a bit of a nusiance, too.

Oh my god yes this this so much. It's like, you've got the airport and an industrial area, ok, but then a bridge that leads to a residential area with a lot of fancy cars what. And then on top of that you've got a dam nearby? It's very strange.

Yeah if they were going for new York similarities it would have made more sense to have the airport in Portland and give it like a queens/Brooklyn vibe. (Maybe they were going for a jersey vibe with the cliffs?). Staunton is definitely manhattan, but shoreside makes no damn sense.
