Enemy placements are fixed and every area is a fixed level iirc

Powder Gangers make for great target practice.

You'll find that some areas are better than others for spawning certain events, like couriers, hit squads, etc. I always use the road by Gibson Scrapyard.

Not really. New Vegas is fantastic, but it's terrible in the shooting department.

Get Doom or Wolfenstein, hell even Battlefield if you just want to shoot shit.
