Something else to try:
Unplug the front panel/power button connector from the motherboard. Determine which two jumper pins on the motherboard are for the power button. Bridge the two pins with a screwdriver. This is the same as pressing the power button. This will only work if there's something physically wrong with the wired power button that also somehow affects the onboard power button. You should also try tapping the onboard buttons fast and hard a few times to dislodge them in case they're stuck. Thought: You turned off the PSU when you changed the card and shit right? And by turned it off, I mean you flipped it on after unplugging it to make sure the capacitors drain.
