I'd say the same thing about anyone parroting that phrase, yes.

The idioms don't just sound alike, they are referring to the same fucking metaphor to be used in the same exact context. If you are to use 'your version' of the metaphor, what you need to follow it up with is an alternative explanation for the smoke. That's the entire point. You can't just say "all smoke and no fire". It doesn't add anything and just makes it look like you have no idea what that phrase even suggests.
