It's certainly not all luck, but luck is a factor, to a larger degree than it is in basketball or football for sure. Whether that's a good or a bad thing is up to you to decide.

You routinely see 7/8 seeds make deep runs in hockey.

You do see a good number of wildcard teams in football as well, so I wouldn't say those two are completely different.

In basketball that is conpeltely unheard of taking out one or two flukey years, so I definitely agree there. But then again you have basketball fans complaining how predictable and boring the playoffs are except the finals, so "best teams wins 99% of the time" doesn't seem to be a crowd pleaser either!
