The bill would also prohibit any medical school from restricting a study on the mental health of its students.

I wonder if any schools currently restrict studies or if that was just a preventative measure.

The last thing I want is my doctor to be all hopped up on powerful anti psychotics, so I'm not sure if this is a good thing, really.

I wouldn't say they restrict it so much as sweep the issue under the rug? Medical students and residents (junior doctors in training) are at several times greater risk for depression, anxiety, and suicide compared to the rest of the population. Enough studies have been done to identify this prevalence. In the U.S. alone, 400 students/residents/doctors kill themselves per year. (http://emedicine.medscape.com/article/806779-overview)

But in terms of addressing the causes, a lot of administrations will do empty measures such as starting "action committees" to identify causes and disingenuously address 1 or 2 minor inconveniences whilst ignoring the elephant in the room (massive debt burden/rising tuition cost, inhumane demands/expectations with respect to amount of hours required to pass our classes, blatant abuse from superiors due to the hierarchical nature of the training, etc).

There definitely exists a stigma of medical professionals with mental illness, even though we're arguably more informed over the ubiquitous nature of mental illness. Literally anyone is susceptible to something like depression, especially when compounded with severe psychosocial stressors (as is often the case in medical education and training). It's projected to be the second leading cause of disability by 2020 (https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3137804/)

So as a result, a lot avoid seeking treatment. They don't want the risk to potentially impact their career options, despite the fact that untreated individuals will be more likely to make mistakes and risk patient harm.

This. Doctors are human and have mental illnesses along with everyone else. If not more since they gotta see death, sickness, and injuries every day. Fucks a person up.
