So today was the last day at Anthrocon, and I noticed that someone in a pig fursuit was eating a hot dog. I jokingly said, "pigs are herbivores, and you're eating a pig like a cannibal!" He said, in a very serious tone, "I could care less what you think of me."
Well, that's certainly helpful information. You're letting me know that you have the capacity to care less about what I just said? Then that means you do care. Therefore, this statement is about as useful as me saying, "I could talk less." Certainly, I have the capacity to do that, but saying that isn't exactly useful.
And before someone says that he probably meant that he couldn't care less, even that is a stupid statement since he could care less by not saying anything at all.
Who comes up with these stupid statements?

Well maybe he enjoys talking and increasing his verbal capacity, but not necessarily caring about you, so your last point isn't valid because he could still say "I couldn't care less" and actually not care less.
