EDIT: Maybe not as young as first suspected. Even though my memories of Alex Mack are that it was a show that was premiering right about the time I phased Nickelodeon out of my life due to being "too old," in fact my actual first celebrity crush (Kimberly the Pink Ranger) only predates Alex Mack by a year. Huh.

And then I ask myself which set would I rather watch, and it's pretty hard to choose.

I'd probably go with 90s, but that is not a no brainer by any stretch.

When you put it like that, 2000's no question. I hate total drama and weekenders, but the rest of those shows have a serialism that the 90's list doesn't have. Avatar and zim vs Doug and Batman for my favorites of each, but I'd pick avatar and zim there easily.

Yea, Avatar and Zim destroys anything on that 90s list. The only ones on the 90s list that I am a big fan of are Rocko's Modern Life and Hey Arnold, but I enjoy Avatar and Zim way more.
Between those two top 10s, I'd easily take the 90s, with Kablam being the only show I didn't enjoy on that list, while I only liked Avatar, Foster, and ZIM from the 2000s.
The 2000s still had great cartoons though; Courage and Ed, Edd, & Eddy both in their prime, Time Squad, and several Adult Swim Shows (depending on whether or not you'd place them in the same category, since AS cartoons aren't necessarily child-friendly).

honestly, the 90s list is missing the better series in it. i mean it's great you have Animaniacs, Rocko, and Reboot, but Kablam, Hey Arnold, and Recess aren't as good as the rest of the list. instead you're missing Gargoyles and Darkwing Duck most notably as they hold up incredibly well. Swat Kats, Tale Spin, Chip & Dale also are worth mentioning as they've around Tiny Toon Adventures tier. Freakazoid varies a bit too, but the good is among the best, while the bad is among the worst. Batman Beyond also gets quite underrated.
for the 00s, the biggest omission is Spectacular Spider-man. and by biggest i mean "it beats the hell out of everything else on that list as well as most of the 90s." and i don't get how you could include TAS yet not include Justice League in the 00s portion.
but the main thing about the 90s, and why it wins, is that it has both quantity (you can name a top 20 cartoon that aren't for adults - south park and duckman - easily) and the quality to match on a lot of 'em. a lot of the problems of the 00s is that it lacks the numbers to make a good top 10 and it's spread across the decade really badly. 90s was consistent, show after show, from Nick to Disney to WB to Cartoon Network. you had actual variety and shows that were actually damn good. sure a lot of Cartoon Network's was B tier (e.g., Johnny Bravo), but that's because the A was that much better.

Batman: TAS is a much better show than Justice League. Actually, Batman Beyond is a better show than Justice League, but it also aired smack in the middle of both decades and it's hard to really place it on a list. I can't call Disney shell outs like Tale Spin/Chip and Dale as good a Tiny Toons either. IMO they don't even really feel like a 90s toon.
If you're wondering the shows I cut from teh 90s list are: Eek The Cat, Darkwing Duck, X-Men, Pepper Ann, and Bobby's World.
From the 00s I cut Rocket Power, Teenage Mutant Ninja Turtles, Camp Lazlo, Sponge Bob, and Megas XLR.
Yes the 90s had a lot more original content with daily new episodes, and fast season turnovers, but those days are over. But I'd say the big things are the emergence of Pokemon and the anime wave at the end of the 90s early 00s which pretty much started to fill in more and more slots.

That is a good point, but I wanted to have five and wasn't sure about what else to include. The Looney Tunes Show has been pretty good, but should definitely not be considdered top 10 once the decade is over.
