I'm genuinely baffled as to how this is not a good thing.

It's not that hard to follow the rules and stay out of trouble.

It's like this. Once the first round are gone. The next round will start. Look at a pyramid and getting rid of the most bottom. A new bottom is created. Until you are only left with nothing and the pyramid is gone.

The rules today will change with the rules of tomorrow. Everyone can't walk on eggshells to stay out of trouble. Only takes one person on a bad day and they are gone.
