This is older then you think. Whether its for internal propaganda, International Law/Humanitarian Reasons, Intimidation or other reasons its not entirely new.

And Satelites/Social Media/Smartphones changed the game too. Stealth outside of small operations or using a large one as a distraction/smokescreen is practically impossible. Even if you are somehow stealthy to external forces all it takes is one careless soldier with a phone to give a goldmine of info to the enemy often unwittingly.
In all my readings of history, I guess I always assumed that sides were smart enough to catch everyone fully off guard.
I suppose in the age of the UN & multilateralism, being ahead of their own facts is a key. Not to mention appeasing pressures of their own populace to make a show of things.

It's just strange. When China invades Taiwan, are they going to ask westerners to leave the island within 72hrs for their own safety...? Wouldn't shock me now.
