In the post Nixon era, the FISA system was supposed to be an improvement over the previous wild west system that was blatantly illegal and anti democratic. Instead, it's an entirely rubber stamped procedure where people's rights can be violated behind closed doors as long as law enforcement, military, or spy officials can type the words "national security" without typos. And it gives that process of violating people's rights a veneer of legitimacy and legality.
