Dude, I'm just saying that it's instinctual for a lot of dogs with prey drive to go after cats. It's normal for dogs to have an inclination to chase cats, it's crazy to suggest that a dog should be taken away.

Sure owners should take preventative measures, like leashing and containing their animals, nowhere did I suggest that they should not.

If my dog is off leash and starts moving away from me, doesn't matter what's distracting her, know what I need to do to get her to return immediately? I just have to say "Come". If I don't need her to return to me but she looks a bit too interested in something like a bird or cat? "Off" and she knows not to chase or try to play with whatever distracts her.

Train your damn dogs, there's no excuse. Yeah, I know, it's not easy but if you're not willing to do the work then you shouldn't have a dog.
