The TL;DW is that mayoral elections were never held because the mayor always ran unopposed and took the lack of opposition so much for granted that the incumbent mayor failed to even file for candidacy and a Black man was the only person to file and won by default. The "outgoing" council voted to hold a new election without telling anyone and re-elected the old mayor instead, even though the candidate who actually applied was certified as the winner.
