They may not all be like that, but this song surely is. This song is all over the place all the time, both the vocals and the instrumentals. I don't speak Japanese, but I get the impression that they're singing with a silly tone, like goofing around while delivering the lyrics. (And if I'm wrong, then they still did a good job of making it sound like that was what they were going for.)
