If people wait to see a doctor until their health gets really bad it ends up costing more in the long run than if they're seeing a doctor regularly and can catch health conditions early when they're not as severe and are easier (and cheaper) to treat. Health care costs nothing if you're too poor to afford it in the first place. So, they wait to see their doctor, $30 copay, learn you waited and now can't afford treatment, and you just need to save up enough for the funeral, kthxbye.
