They strip the car for all they can, then dump it, and then the city pays a shit load to store these effectively totaled cars in a lot and tries to get the crime victims to pay the lot fees to get them back. My favorite part is when they talk about how openly the gang members operate and ask why they don't just arrest them. "Not a priority. We only deal with violent crime."
