I'm working on watching One Piece now. All the praise for this game is making me strongly consider trying it. Story wise, where would this game not spoil me? Currently in the Punk Hazard arc for reference.

You will be good. One piece pirate warriors 3's story stops right in the very next arc after punk hazard, but the thing is when this game was first being made the arc it stops at was nowhere near finished in the manga so you will get spoiled on one single major thing when it comes to a certain character. Aside from this certain new character, the only other 2 characters that shows up in the game's version of the arc is a new admiral and doflamingo himself....like his entire crew is missing, lol.

Pirate warriors 4 is in a similar situation.....when that game was first made the wano arc the game stops at was nowhere near done, so a ton of major players is missing. It did get like......3 or 4 major characters/forms of characters via DLC, but its still an extremely unfinished version of that story arc.
