My main issue with BCS is how much screen time is given to Gus and the cartel despite us learning literally everything we needed to know about Gus already in Breaking Bad. To me it really felt like he's mainly there for the audience to go "OMG remember Gus!?" Might feel differently if I felt he got more, interesting development, but he and most of the cartel felt very static, essentially obstacles and catalysts for Saul's life, but for such static figures they get a ton of screen time relatively.

I feel like we got enough of Gus. He had character development but it's subtle.

He feels quite a bit less confident and more anxious and fearful in BCS, which makes sense due to Lalo's presence. Then he kills Lalo and basically feels more like how he did in BB.
