I'm pretty sure that one guy loyal to the actual Arisen in the capital is dead because after I found the village he mentioned he never showed back up at the bar, so I'll have to visit the morgue then https://gamefaqs.gamespot.com/a/forum/a/a7f40e88.jpg Also I saw Oskar or at least another NPC also named Oskar in a carriage to get through the Checkpoint Rest Town gate which was odd to me, so I picked him up and tossed him out of the cart.
