Really the only reason this was possible is the culling of all the yokozyna through injuries like kisanosato who was absolutely dominating along with Harumafuji until he injured him and then broke that beer bottle over the head of another rikishi. That put a big hole for newcomers along with a lot of the strong ozeki retiring along with yokozuna hakuho.
