Saints Row 3's Steelport is such a downgrade from SR2's Stillwater that it' almost painful to think about it.

Stillwater is very diverse with its locations, has unique pedestrians for almost every neighborhood, tiny cool details to find if you look for them, and many, many intricately detailed interior locations, such as an airport terminal, a sprawling cavern, and a giant underground mall!

Steelport consists of copy-and-paste neighborhoods with perhaps five unique interiors and a few little less copy-and-pastey places, and the exact same set of pedestrians everywhere. I cannot be sure it has more than ten pededestrian types in total for the entire city, when Stillwater could have that for just one neighborhood. I mean, it even had barber shop quartets singing acapella songs in some places!

Suffice to say, Stillwater is a living, breathing city that's fun to see and explore and has plenty to offer even outside the main and side missions, whereas Steelport is a location to traverse through and across as you progress through the game.
