In America, crazy ass riders are sometimes used as a pseudo filibuster by Congress. By putting in bullshit they know won't pass they can kill the rest of the bill because it's an all-or-nothing thing.
Yeah, in the UK bills can be 'amended' but the amendments have to modify the actual provisions of the bill.

The US just seems to have these mad, completely unrelated riders that expose the whole lack of ethics: ok, we'll let you do this thing we vehemently disagree with on principle, if you promise to give us a little something in return.
