A character should be written how the author sees them, and if they so happen to be relatable, that's great. In a well rounded story, most readers should identify with at least one character, I think. All character creation comes from an author trying to achieve certain effects and making the reader feel the way they want them to. How successful they are, and how far the reader is aware of the mechanics involved, comes down to the skill and technique of the author. If you're thinking 'that character is naturally relatable, and not forced', it's because of the craftsmanship and refinement of the author.
