It is a guarantee that if he does pay it, there will be intense scrutiny as to where he got it. And if they trace back that he took money from a foreign power that is under sanctions, then the fines will be the least of his legal problems. Removing those sanctions is probably top on his priority list should he win --- "Something's wrong!
