I recall a similar issue plaguing Fallout: New Vegas development, specifically The Strips early design that called for it being an unbroken open stretch with a metric crap ton of generic NPCs to make it feel alive that would dynamically spawn in around the player as they wandered down the avenue.

All of this had to be cut, of course, as Bethesdas infamous GameBryo engine would crash every single time this was attempted by Obsidians development staff, not to mention that they were using high quality development rigs, meaning that the frame rate on consoles of that generation would have been in the single digits if they had somehow managed to make it work.
