One of the first things that happened after the failure of reconstruction was the disarming of blacks in the newly Jim Crow south. Which made them easier targets when it came time to lynch them. Either everyone gets guns, or no one does. If you pick and choose then you leave whoever is the outgroup at the mercy of the others.
