How'd that pass 1-99 in the Senate and 0-435 in the House? The issue didn't really spark until states started defunding education and putting the burden on students rather than the state. When it starts with 70-30 state funding to student funding and flips to 80-20 with student funding and state funding, that sparks the massive rate hike for higher education.
