In the game it is. In the auxiliary/cut material his motivation makes more sense. The empire was working on the magitek knight infusion. The first person they tested it on was Gau's father who went completely insane. They improved it a little and then tested it on Kefka. He only went a little insane. Then they offered it to Leo and he refused, so Celes got it and by then they had perfected it.

After Kefka got it he couldn't find any pleasure in anything until he hurt someone and thought it was the funniest shit ever. From that point on his goal was to just hurt people because it was the only thing that made him feel joy.
