Seems like the main reason she got banned was for videoing the transperson in the bathroom, which is honestly the most fair next you're going to get. People who record/take pictures in the gym tend to be assholes, especially ones where they record/take a picture in the locker room itself and then upload it on the internet for the whole world to see. Most gyms should ban them in general, but I understand why some people do it (to view their progress and to make sure their form is accurate), but other people's comfort should take first priority.
