Here's and example:

Person makes 12 dollars an hour working 40 hours a week. Their pay would be 480 dollars a week.

Same person now works 32 hours a week at the same 12 dollars an hour. Now they make only 384 dollars a week. If that person was struggling to get by before, what makes you think they wouldn't making less money a week?

The ideal solution should be, lower the amount of hours in the work week, raise wages across the board and lower the cost of living.
It makes more sense to lower the cost of living across the board. Honestly there needs to be some kind of rule to prevent companies from just upping the cost of things without any real reason besides greed but I understand why the government refuses to intervene in these kind of issues until it blows way out of proportion.
