Why would anybody ever agree to that?

Because they will create conditions that force it. And if you want an example of this kind of thing working, just look at fast passes at any theme park or precheck at the TSA. If you give people a paid option to access a much shorter line, some people will do it simply because they have the expendable income and that's what their time is worth.

And not only will it work, but it will work too well. An airport near me had to dedicate an entire TSA checkpoint just to PreCheck because the pre-check lines were getting too long and people were complaining that they were paying for a service they weren't getting. So what will happen is Walmart will open some sort of premium only fast lane, and then that lane will get too backed up so they'll start locking out other self-checkout stations to be premium only until both the regular check out and the standard self-checkout have impossibly long lines.
