Depends on how often and how they're doing it. If they're smoking in front of their kids at all then yeah that's bad. If they're dry herb vaping daily like an addict then that's also bad, just like somebody getting obliterated from alcohol every night

Otherwise if it's the equivalent of having 1-2 glasses of wine here and there to unwind (not daily) then who cares. Virginia is a joke state when it comes to marijuana though because I live close enough to the state line to hear about all of the Glenn Youngkin shenanigans and also how they have had rec weed longer than Maryland but you still can't actually stroll into a dispensary and buy it (same with DC without a medical card)

Alcohol is a worse drug though so whatever the approach they use for parents who drink at home (if it even exists without domestic abuse or child neglect being involved) should be the same for marijuana
